I just got a similar letter for my L to B conversion as well. As far as I can tell, the letter says that I can send them a signed letter stating that I don't have a criminal record and then I need to send in the official thing by the next renewal. Does your letter state something similar ?

Like you, I have no way of getting such a certificate soon from my home country.

Btw, my wife and kids got notifications from the post office at the same time to pick letters up, I am assuming their permits have been issued already. So it might just be a matter of sending a signed letter to the Migrationsamt.
