L-permit / student / EEA/EFTA / working

Hi,

I am an exchange student at EPFL. I am only here for one semester. Will be in the country a total of about 210 days, and just recently finally received my L-permit.

A friend may be able to help me get some short-term jobs through Adecco, but I am wondering just what the rules for me are, especially seeing as I am from Norway, ie., not a member of the EU, but the EEA (and EFTA, I believe).

According to the guide for international students printed by EPFL, the following limitations exist:

"Foreign students from outside the EU are not allowed to work during their first six months in Switzerland. After this period, they can work 15 hours/week during the semester and full time during academic holidays. The Social Service at EPFL must provide an attestation confirming that the job is compatible with studies. If you do not respect this procedure you risk having problems with the local police authority (Contrôle des habitants) and you may lose your residence permit.

As I am a Norwegian citizen, how does the six months thing apply to me? Am I treated the same way as EU citizens due to the EEA? (That is generally the case, but I am not sure in this situation.) Also, this thing with the Social Service at EPFL being required to provide an attestation...seeing as these are odd jobs through Adecco, it could sound like it is necessary to get an attestation for each new job that pops up, which sounds like a lot of hassle. And just who would this attestation be for? Is it something I need to keep just in case the authorities suddenly decide to check up on me, or something I need to send in every single time, or what?

Another question I have has to do with taxes, such as who I pay taxes to; Norway, Switzerland, both...

My apologies if this post is more fitting in another subforum.
