Non-EU (US and Canada excluded) would imply that you're applying early, since normally you have to wait 10 years. So the same applies in St. Gallen, the language certificate is a requirement on the form.
What I had to supply as a Canadian applying after 5 years:

Gesuch Niederlassungsbewilligung form B3
- Auszug from the Betreibungsregister, less than one month old
- Paper from Sozialamt saying I haven't received social assistance
- Police record, ordered from the post office
- B-permit renewal form, all filled in
- Photo
After 2-3 weeks I had my new permit in the mail (which was by the way a very happy day for me
