What makes things difficult to understand is the following anecdote which I swear is true:
An Iranian Jewish businessman sold his business for $millions and fled Iran when he saw Khomeini kissing Arafat.
As his business had involved trading with the UK and Norway he had multiple entry business visas for the two countries. He shuttled back and forth between the two, never overstaying. Until one time he fell ill and could not travel. In those days, passports were checked on departure from the UK. A young female border policeperson saw he'd overstayed and rudely asked just why this was so. He said he'd been ill and she asked where he'd been staying. He took out his invoice from the Churchill Hotel, which showed he'd paid £25,000 for meals and lodging -- he'd stayed long enough so that VAT had been refunded.
The young woman said "It's been nice to have you here Mr. X, come back soon."
(In those days, in the early 1980s, £25k was still a lot of money. Now I guess it's chump change.)
