As of 1 Jan 2012 the UK will harmonise it's pet travel rules with the rest of the EU.

So no more tick treatment required 24-48 hours before arrival.

And most importantly, no more blood test for rabies titer, and the 6 month wait has been reduced to 21 days.

This will make travel to and from the UK much simpler.

But if they decide tapeworm treatment is stil required, that will still require a trip to the vets 1 day before departure?

One time, our vet did not put the time of the tick treatment in the book, only the date. They wouldn't let us on the ferry. Fortunately the local vet in Dunkirk was very helpful and countersigned the book after talking to our Swiss vet.

Seems the tick and tapeworm issue is not resolved, so travelers are advised to continue treatment as 'best practice' until such time as a decision is made - and to keep an eye on the DEFRA website for further information.
