If one is caring for a dog as a favor or in exchange, not for compensation, then there are no qualifications required.
Anyone offering dog care commercially - i.e., for payment - needs to fulfill certain educational requirements, and to be registered with the cantonal Veterinäramt.
This is specified in the TschV.
However, few of the people offering dog care in return for payment whom I have interviewed in my years-long search hold the required qualifications and registration. It is very difficult to find someone who is working in compliance with the law.
