Hi,
In Lausanne we suspect a neighbour is mistreating their dog and would like to report them to somebody, but who?
Would be nice to do this in an anonymous way too..

Pour nous annoncer un cas, il nous serait agréable que vous nous téléphoniez ( si possible à MM. Christin ou Berner, inspecteurs, au 021/784 8000) de 7h. à 9h. le matin, afin que nous puissions vous poser les questions inhérentes à une telle dénonciation. Nous pourrions ainsi voir ce qu'il y aurait éventuellement à faire pour accéder à votre demande. Il va de soi que votre intervention restera complètement confidentielle si une suite devait être donnée.
Call MM. Christin or Berner, phone #021 784 8000 from 7am to 9am.

prof. taratonga its an interesting approach but not 100% anonymous and means I have to do meetings with people etc.

The authorities know you. The people accused don't. That's anonymous enough if you don't suspect the authority of mistreatment.

Do the right thing and report it in the morning! The only way you might get any hassle is if you are reporting someone for animal abuse maliciously.

Hellvet, if you believe that an animal is being abused, and are certain of the facts, please don't hesitate to contact the authorities.
A bit of background - one reason that one might be asked to give one's name when making a report is to cut down on 'nuisance' reports.
It's a sad commentary on the state of society today, but pets too often become collateral damage in neighborhood feuds; making unfounded accusations in order to damage reputations or make trouble with the authorities is unfortunately not uncommon. Such reports waste a lot of resources, and obviously the authorities want to weed those out.
Animal abuse is indeed taken seriously here - but due process needs to be followed.

That said, I've often found that speaking directly to the owner can sometimes be the most effective way to help the animal , especially if in a case of ignorance or misunderstanding rather than willful abuse. Is that possible here?
Obviously if you fear violence from the person involved, or if this is a matter of critical injury, illness, or starvation you should go directly and immediately to the authorities.

Does the dog owner also have kids? There is a correlation between abuse of pets and abuse of children so there could be more at risk than you realize...it sounds like you are not sure, but in case of doubt, this seems like an appropriate situation for someone to investigate further.
