Advice re planning application for boarding kennel

Hi everyone. After 2 years of property searching, I year of studying (in French!) for the requisite qualification and 5 months of waiting for planning authority (in Vaud), I have been granted provisional cantonal & communal approval for the creation of a luxury dog boarding facility for 10 dogs in a property I am interested in buying. Yay!!! Next step is to go through the planning process and I'm worried.....even though the property is remote and I will be living onsite, I can't imagine Swiss neighbors will be delighted with my plans. Which I can understand. We haven't yet bought the house but hope to soon. Should we apply for permission before buying (and risk losing the property to another buyer) or should we bite the bullet, buy and take things slowly, start small, get to know the neighbors and keep fingers and paws crossed? My gut feeling is to buy and take it slowly. I would really welcome your advice.Thanks!

What would happen if you bought the property and later were denied the kennel permit? Would you still be happy living there?

If so, my gut feeling is to buy now. There are so few suitable properties in all of Switzerland that the opportunity might not come up again for a very long time. I rather regret the 'one that got away' when I listened to my head not my heart...

(Can you even apply for permission without being the owner? I'm extrapolating from a property issue we looked into in SZ, so different canton yadda yadda - but that was an issue. )

How is the property zoned? Landwirtschaft, Ausserbauzone, etc? I ask because a kennel in SZ lost it's permit recently when the canton decide to get stricter about non-agricultural activity in the Landwirtschaftszone. Livestock yes, dogs no. (Again different canton yadda yadda.) So do make sure that at least theoretically a kennel could be permitted in the zone.

While you are winning hearts and minds and applying for permission, could you start in-home boarding in a very small way? Under the 5 guest dog limit. I would do this for two reasons: first, to establish your name and repuation in the area, and second the neighbors likely won't even notice... an already 'unnoticed' small establishment would go a long way to gaining their acceptance for your larger plans.

Thanks Meloncollie! We had decided it was worth waiting for provisional cantonal and communal approval and took the risk to lose the house while we waited 5 months. Now that that news is positive we're inclined to go for it in exactly the manner you suggest. Start home boarding for 3-5 dogs, build slowly and without freaking neighbors out.

And I hadn't thought of it but you're probably correct in that we can't apply for planning unless we own the property.

Finally, the property is in an agricultural zone but, while we can't predict the future, at present both canton and commune agree with our proposal for commercial activity there. Having been rejected outright by two communes previously, that means so much.
