| Yes - the Puky comes with or without. See thumbnail in post. Of course, they only came out after we'd bought ours. You can also get a brake and stand fitted later at a dealer/mechanic (e.g. Elsener in Zurich-Seefeld), but that may cost as much as buying a new one 
The wooden "Like-a-bike" doesn't have a brake, but it has different wheels and doesn't pick up so much speed. | |

Our son's Puky has two brakes - front and rear. These were fitted as standard. My son loves the bike and as it has real tyres which are also chunky, it's great off-road on the forest tracks. It's really amazing where they can be ridden and there are no sharp bits so when he comes off on a corner, he's fine.
I would definitely recommend getting one with brakes. Your child can ignore them to begin with and then use them as they get used to the bike.
We tried to buy second-hand but had no luck so ended up buying new.
