No. A stiletto is just the shape of the heel. The OP said nothing about the style/shape of the heel, just the height. They could be block, platform, wedge, spool, kitten (well, too high to be kitten), stacked, etc.

It's a sandal because it is open and attached to the foot by some sort of strap, whether at the ankle or at the top of the foot, and you expose your toes!
