I have a couple of maps from IGN. They are 1:100,000 and have an image of a bicycle on the front, the one for around Geneva would be 045, see
here. It doesn't have any special markings for which roads they recommend for cyclists, but they do designate wider and narrower roads by using wider or narrower lines on the map.
Personally, I'm not a fan of the maps with roads colored according to cycling suitability (like the ones offered by
Kummerly+Frey) for two reasons: 1. The scale is too small, 1:60,000 means that I'm forever having to stop to refold the map (I use 1:100,000 whenever possible). 2. Having the roads colored for cycling desirability makes it difficult to read the map normally, i.e., trying to find out which roads are more/less major based on the normal colors. I therefore find the IGN ones in France to be pretty good,
The only criticism of the IGN 1:100,000 maps that I have is that their way of showing contours by using lines and shading is not as nice as the method used by SwissTopo; for Switzerland, I like to use the 1:100,000 composite maps from SwissTopo (
