I think the 'broken german' comment means it wasn't anyone Swiss.

So although Basel is/appears relatively safe, it has as many nutters and perverts as any other big town in Europe, so don't get complacent out there!

Not necessarily when applied to the rationale of the OP. Given, this is a really sad incident but theoretically, as Millso pointed out, non german speaking Swiss citizens can (and some do) speak broken german.

The comment was directed at the OP who suggested that if the person didn't speak german he was likely not swiss, a comment which makes little sense.

Yeah, but that is near the Waisenhaus on the Kleinbasel side of Wettsteinbrücke. You'd have a fair few people out for a riverside walk given that it was decent weather.

I've interpreted 'Broken German' to mean stuttering or not fluent and not first language, whereas someone speaking Swiss German would be fluent, albeit in Swiss.

In any case, these are fine details, the guy won't be Swiss.
Broken German is code for non-Swiss.

Basel does seem to have the money to spend on public works projects as evidenced by all the construction going on over the past two years.

Based on one crime you think there is an urgent need to install CCTV?

Terrible for sure, and scant consolation for the victim, but one crime doesn't make a crime wave.

That keeps employment down and regenerates money. Installing CCTV won't.

The 43-year-old entered the public toilets at 18:00 in the Theodorsgraben enclosure(?) in Basel. Just before the automatic door completely closed, a masked man pushed into the toilet. The offender threatened the woman with a gun and raped her.

Before the man left the toilets, he robbed the victim of her cash. He then fled. The unknown offender is slim, 170 to 180 centimeters tall and of athletic build. The man wore jeans, a black cotton jacket and white sneakers and spoke broken German, according to the Basel prosecutor. The perpetrator was disguised with a black balaklava(scarf?). The police are seeking witnesses to the attack.

He was/is not German speaking ! He may be from the Romandie or from the Ticino or from Italian speaking areas of Graubünden . But even if, reality is that such folks exist ..... and the nationality hardly really matters
