Precisely, as I also pointed out on the previous thread. A poor speaker can make informative and well-constructed slides look poor, and a great presenter can make an average set of slides seem fantastic.
I would go so far as to suggest that the former had the presentation made for them by a communications professional, who was unfamiliar with the material, but was experienced on how to display it effectively. Whereas the latter could possibly be a researcher, for example, who knows the material back to front and is enthusiastic about it, but doesn't really know the best way to put together a presentation.
