Monday shortly after 3 pm, several neighbors, ]awakened by the noise, called police to report that individuals wearing masks were near the bank Raiffeisen Mies.

Very quickly on the spot, the police found themselves in the presence of several masked criminals. These individuals had ripped the ATM using a stolen truck and a steel cable. They tried to flee aboard several vehicles.
I think that Geneva should get into a closer co-operation with Basel, as the Basel police in Switzerland, particularily its crime-squad, enjoys a fairly splendid reputation, while the reputation of the GE police is not too good (to put it very mildly indeed) .... and Basel is not farther away from the border than Geneva. Add to this that the police forces of Basel and Zurich co-operate closely with the police forces in neighbouring France and Germany.

No, as nobody could "keep track of those who enter and leave the country" ! Ever looked at what in reality happened on the borders ? The thing to do for those lazy folks in the police-force in Geneva would be to improve their co-operation with their colleagues on the France side ! Alright, this might mean some serious work
