Looks like Bully Boy Barroso needs to do a course in basic mathematics:

"In terms of reciprocity, it's not appropriate that Swiss citizens have unrestricted freedom of movement in the EU - I think there are 430,000 here, which in relative terms is more than the one million European citizens that are in Switzerland,” he said.

Burkhalter is just putting a band aid over a very deep wound. He could save everyone the headache by simply stating "You don't have to worry...FOR NOW!"

Unfortunately Mr Burkhalter does not have the leadership and empathy to drive the country and give hope to people.

He probably meant 430k : total Swiss citizenry is a lot higher than 1000k : total EU citizens.

Whatever negative consequences this will have as the negotiations play out, its wishful thinking to believe that the EU will come off worse, given its size.

Indeed, they had 3 circles.

As I remember the inner circle was Europe, the next N. America and the third everything else. Each circle had a quota; largest for the inner circle so it was much easier for Europeans to get permits.

A lot of SVP people pretend not to understand the referendum process. This family member proposal was not part of the initiative so will not happen.

Some SVP were talking about this before the vote and I personally know a Swiss couple who voted "yes" because they believed in this family member proposal. Probably a lot of people will be disappointed by the new laws but I am sure the SVP will successfully blame the B'rat.

The Swiss people are anything but hopeless. I voted against the free movement initiative before, but it passed. Now the party is over and all the decorations must be taken down. Once again the "people" have spoken. And it shouldn't be any other way...

I think that he meant 430K Swiss expats is a bigger percentage of the Swiss population than 1 million EU expats as a percentage of the EU.

So sending 430K Swiss expats home would have a bigger impact here than sending 1 Million EUs home would have on the EU.

I forecast in a year or three the people who voted for the initiative will moan and bitch about the new laws not providing what was expected. Deal with that!
