Does everything really have to go this way?
The problem is a bureaucratic one. They didn't get the official Italian birth certificate. In fact, the family didn't officially register the child's birth in Italy.
They can't register the baby in Switzerland before they register it in Italy. They just didn't know. And have missed the 10 day deadline. Now they've caught themselves up in a bureaucratic mess that's going to take ages to sort out.
That they will go back & forth until some official actually gives a sh!t (or knows what do to in this very unusual situation) & helps them sort through it.
