Btw, about this: she hasn't given birth to Swiss children.
Indeed, otherwise the same could be said of my mother.

I think it's wrong that the gemeinde has a say in something like Naturalisation. There should be a set of requirements, that applies to everyone, regardless of Canton, and Bern should decide.

Could you imagine living in the UK or US and having a say if a person in your village should gain citizenship or not …. it's open for abuse!
Setting aside the confederate nature of Switzerland as pointed out by others, there has indeed been some recent harmonization of Swiss naturalization law across cantons and such.

As bad as this racism is, I figure that I am still better off in Switzerland rather than being in Canada because i could not find a job there and now living in social here and posting on english forum for rest of my life.

How so? I simply fail to see what the massive advantage would be in having a Swiss passport rather than a C permit. And it was an honest question and maybe someone can explain to me what the difference is.
So you question the point of anyone acquiring Swiss citizenship ever?

I also can't understand the wish to become Swiss (unless you're an American escaping the tax man). I could live here the next 40 years and can't see myself ever having any great urge to apply for the red passport.
Maybe.... She might have to return to look after her sick and dying parents for a couple of years. She's out of the country too long and so loses her C permit and can't get back.
Maybe.... She gets offered a great opportunity to get a degree abroad, gaining valuable skills that she can transfer to the Swiss job market and get a 100% job at EF wage, but can't take the up the offer because leaving the country for three years means losing her C permit.

Maybe, she loves the country that is her adoptive home and is fully integrated (apart from not anonymise complaints or greating everyone of course) and no longer feels part of her homeland and so Is Swiss and wants to reflect that in her legal paperwork too.

Maybe she wants to be able vote on the local mayor?

Who knows, but the Federation and the Canton have no problem with her.

That's basically the point - it's an effort to discourage economic migration.

Personally I feel that anyone who can't demonstrate a net financial benefit to the immigrating country as an immigrant has a weak case - nothing to do with racism but economics.
I fully agree. BUT: Please discourage people to come before they do so (or when they do make clear rules under what circumstances they can stay or have to go again). You can set the rules in a thousand different ways and democratically decide how to limit immigration.

However, this is the case of a lady who has spent 21 years in the country and brought up several kids here who all by now do have the nationality. You are not discouraging her to stay in any way - it's bit too late to do so. Now you are just alienating a person in your community...

P.S> How good that nobody discouraged the Shaquiris to immigrate...

surely it depends what passport you have already? if you hold an EU passport the incentive to become Swiss is weaker I guess.

Re: Aisha Mohammed was refused 4 times swiss citizenship!

If you haven't got a passport from your home country, as might be the case if you fled seeking asylum, then getting a Swiss passport will allow you far more freedom of movement.

It also entitles you to vote, which is why I intend applying as soon as I am able.

Re: Aisha Mohammed was refused 4 times swiss citizenship!

I find it quite disgusting that people are questioning why she wants Swiss citizenship. Acquiring the citizenship of a country is a very personal matter and is her choice with her own motivations.

If you run to the press and scream and shout about it people are going to question your motives, you can't have it all ways.

So she doesn't fulfill the basic criteria for getting citizenship, she is on social help and her husband is a convicted criminal. Why is this in the news anyway?

Burner, You've said this twice and not shared the 'full story'.

Idefix, why would her husband's conviction be a factor? Is she guilty by association?

Re: Aisha Mohammed was refused 4 times swiss citizenship!

I found the reason given about not greeting people in the street quite amusing, if only because I can relate to it myself. We have a family in our building (who also happen to be Pakistani), and non of them react when you greet them with a smile. They almost look offended by the gesture. Now if there's something that really boils my piss it's a lack of common courtesy.

And since they live in Switzerland not Pakistan it's their Allah given right to not say hello back to you when they don't want too.

Apparently the consequences of this are not being granted citizenship.

Her motives seem clear to me. She's spent over 2 decades in the country and it's her home. Her children were born here and are Swiss and she wishes to spend the rest of her life here.

For a family naturalization they take into account other members of the family, it's normal. If only one spouse applies for a citizenship it will be rejected, both spouses must become Swiss.
