Switzerland will impose 5% leverage ratio on biggest banks

UBS, Julius Baer and CS shares all fall amid the news that the finance ministry will require them to have capital equal to 5% of total assets.

Don't they actually mean leverage of 20 times, rather than 5% leverage.
Amazed people even comment on a tiny share price movement of less than 2%, had it dropped 15% possibly.
