Actually the UK process is anything but inexorable or progressive, it's more like:

* Let's change it to this more modern approach.

* Oh crap, that doesn't work and all the teachers are on strike and the railways don't work any more.

Offtopic: These heavy bells are only used for special occasions (e.g. Alpabzug, Alpaufzug) and cows don't wear them for a week. In reality much smaller bells are used, they usually have a weight of 0.5 to 1 kg.

Well, I don't know about you guys, but I've been glad that cows are wearing bells more than once.
Like when I was crossing a field in the mountains while hiking, enjoying the landscape, humming happily in the fresh air, when suddenly I hear, from behind (they always sneak up from behind! (the cows I mean)) glingalingALINGALING -- no, it's not a christmas carol, it's a cow, at full speed, and wanting to cuddle. As it was not a horse (well, now we know why horses don't wear bells in Switzerland), after much reflection, I decided to run to a nearby bunch of trees and bushes and hide in there. Luckily there were no witnesses.
So, yay for cow bells!

I first had to look up what trolling means :-) And yes I agree with you in fact but I am a bit fed up with some here (I guess you know who) who groan anyone who say anything negative about Switzerland and this on a daily basis. So if they stop, we can go back to normal discussions.

Fair enough, some people do like the groan button too much, and not just for Swiss complaints. But they won't stop.

I'm a huge supporter of direct democracy. But it simply doesn't work when you have to decide over one's civil rights. And there's not even a quorum? I mean 144 votes casted against over a total population of over 3000. Let's say 2700 have voting rights. This means around 5-6% of the population ultimately decided over the issue.

I actually like the sound of church bells and cow bells. It adds an aural dimension to living in Switzerland and goes quite well with the view and a good cup of coffee. I prefer it to the sound of traffic and honking taxi drivers. But you know what, try moving to New York City, and petition to ban taxi horns. They'll take you seriously over there.

Sounds just like my local Church ........... in England. I live next to a Church here too, but only rings at 12 noon and 10pm and Thursday evening at 7pm- and the 'odd' funeral and wedding.

Except .....

80db is the sound level near the the bell tower.

The bells at 6:02am have been measured at 52-55dB in front of Nancy Horton's apartment which is 200m away from the bell tower, roughly the sound level of an ordinary conversation at 1m distance. Nonetheless in her complaint she had called them unbearable and detrimental to one's health.

Interestingly enough she only issued the "Immissionsklage" (some complaint) after having moved not once, but twice within the same commune.
