I don't think that's correct Tom (though I'm not 100% sure).

You're referring to the (Orts-)Bürgergemeinde. I think the naturalization is voted on by the Einwohnergemeinde (Politische Gemeinde), at which every resident swiss citizen has the right to vote.

For instance this naturalization form differentiates between Einwohnergemeinde und Ortsbürgergemeinde. Frick (a different Gemeinde than the one that voted on Nancy Holten) for instance on this page differentiates between naturalization, being accepted into the Bürgergemeinde as a swiss, and being accepted into the Ortsbürgergemeinde.

personally i find the whole bell oposition a bit petty, wasting locals time with that nonsense, now if shed opposed islamic minarets like the majority... why didnt she do that? or burkhas.. its easy to pick on a benign religion in a benign country, she should move to saudi arabia carry on a campaign to ban minarets and burkahs and then ask for saudi citizenship.
Agree with you, the woman is silly and the funny part is she really imagines herself as some sort of brave activist....(delusions, but hey each to their own) On the other hand, after 30 years of living in Switzerland, basically without causing other (or major) problems, the decision of denying her citizenship is exaggerated.

I believe anwesenden Stimmberechtigten means present voters not eligible voters, maybe a germanophone can confirm. stimmberechtigten should be aventi diritto di voto so any swiss 18+ resident in the political commune.
By citizens of the town you mean luogo d'origine/heimatsort? i think that has been irrelevant for some time now.

You're right, only those citizens present at the assemly can vote, that's what "anwesende Stimmberechtigte" means.

However the term in this case is (most certainly) inappropriately used:
Typically the absolute majority of voters determines the outcome, not the absolute majority of those present and authorized. So the article should have said voters or votes instead. This differs from national votes and referendums where those abstaining are counted when determinng the absolute majority.
