Well, the UK is part of a Commonwealth. Where there is a pact between certain countries, that could make sense for some issues at certain levels. If an EU citizen was living as a foreinger in an EU country, they should be able to vote on EU level referendums. Of course, Switzerland avoids all such pacts that threaten its sovereignty.
On a National level, there are constitutional problems with allowing non-citizens to vote.
