If it's unused, than it is legal to sell.

So if you never attached it in the first place then its fine. However, from experience it is nearly impossible to remove these buggers from the windscreen in the first place anyway.

I witnessed a mechanic take one off a windscreen in about 5 seconds - absolutely possible! Yeah it's 'illegal', but c'mon - everyone would do it if they could...
As for trying to re-sell it with bits of fluff on... Well, I guess that anything is worth a try!

Had three this week, and we put them right back on the new windshield. Plus any other sticker the customer had on his original windshield.
