Since the written exams are done in one of the national languages, it would do you no good to learn it all in English and then try and write the theory in another.
You need to learn the test in a national language, get a translator to help you in the grey areas where you really don't understand (stop for pesdestrians for example), then write the theory.
If it cannot be done like this, maybe return to your home area, get the drivers license and an international if needed, come back and get it converted. (Although if they see you left the country and come back with a new license, they may refuse to convert it until after a year or so). This would ensure a safe road for all of us.
