As far as I know, yes - at least for buying them; I don't think it's the same for using them because you can usually buy 2 or even more at once; so don't know if they really are able to check at the SBB if you are resident of that dedicated town you bought the tickets. Didn't know that bigger cities aren't on the list (have never been concerned with that

). However, maybe you know somebody living in a smaller town that's offering that service.
Also found
tageskarte-gemeinde.ch where a lot of towns are listed for reserving/buying the day pass online... however, not all offering that service are on the list yet.
... and would be great if someone who really used that service would contribute with facts, not just guesses.
