Re: taking bicycle to bern from bonn germany

jump on it and cross the border pedaling

I don't think you have to pay taxes for a used bicicle when you cross the border.

But if you bring it as part of your moving inventory you would probably have to declare it.

If you ship it using the post or other delivery services, you have to declare a value for it even if used, and then you could have to pay taxes over it.

Re: taking bicycle to bern from bonn germany

If you want to bring your bike on the train then this page explains the bicycle regulations for long-distance trains in Germany, which suggests that you can get an international ticket for your bicycle for 10 euros. Taking bikes on trains in Switzerland is covered in this post in the Cycling in Switzerland thread.

If you're moving to Switzerland then if the bike is less than 6 months old then you should officially pay Swiss sales tax on it (7.6%), but probably no-one will ask you about it. If you're just visiting as a tourist then you certainly don't need to worry about this. If you are moving here, then after you arrive you must buy an insurance vignette to stick on the bike for about 7 CHF, see the info in this post.
