Yes they do. I downloaded the first few episodes of Sarah Jane Adventures (Dr Who spin-off) and this series is just screening on CBBC and BBC1 at the moment. Bear in mind this is not Streaming TV - it's a way to download (and share) large video files, which you can watch later. You need a Torrent client - there's lots of free ones available. uTorrent is considered by many to be among the best. I found it took around 50 mins to download each episode (260MB) on my 3.5Mbs Cablecom connection. You can download several items at once, and just leave them downloading when you go to bed or go out for the evening.

I've just registered for that without any problems. Don't quite know what to do with it now though.
