Does such a mobile plan exist?

Looking for a plan that hits all the marks:

1) a plan WITHOUT data - only SMS and calls.

2) unlimited SMS to/from EU (or at least France and Switzerland)

3) no roaming in EU (or at least France and Switzerland)

4) low international rates

5) monthly contract

N.B. I just terminated a contract with Transatel - amazing concept, but horrible service (was simply not receiving 90% of calls and texts)

Please spend 2 hours on hold... your unfriendly non-local tech support might bother to do your research for you. Or just try comparis or something.
