There are a lot of things you can do to enhance old pictures but it is always a case of diminishing returns and unless you can spend oodles of time to reconstruct the photo completely from scratch you are not going to have a lot of luck.
Can you scan an example perhaps?
I will do that later since I have to do something useful now, but that is a good idea and will defo do it later!

As good as it gets with a quick 72 ppi JPG play around.
