I disagree with you here. In general, we can say that the UN pays less than MNCs. However, as you say, we can not say for a specific role in any specific company which would pay more. When you start looking in depth, you may find a few companies pay less than the UN.

Also, as the UN employees don't pay tax, if you are in a high tax commune/canton, you might find that this is a huge benefit and may give you more take home pay than someone on the same roles/pay/etc in a MNC.

So, in general - UN pay less.
Specifically - impossible to say.
