He needs to read the definitions of residence, domicile, income, nationality etc. it is not always at all clear and the UK tax man relies on previous court cases which have established precedence. New rules are under discussion to clarify the positions of ex-pats. Certainly for the first 2 or 3 tax years he works abroad they will hound him for money.

EG: You may need to complete a tax return if you:
have been self-employed in the UK - you will need to declare your earnings for the period you worked in the tax year up until the date you left
keep any UK income or assets (such as property or investments) after you have left the country.
