I think it would make sense for a street in a village to get together and do it properly, if they were so inclined. But Halloween is generally not a "thing" here. And it really doesn't help that some youths (goodness, I sound ANCIENT) see it as an opportunity to break stuff.
Provide a selection of veg sticks and fruit. They won't be back next year...
