Im a dog lover but even barking snarling Chi's get under my skin. Owners often don't train or guide these dogs to not behave this way I assume due to their size and its all manageable etc. If my dogs EVER behaved like this, due to their size, I am pretty sure I'd have the police around my place.
Sorry I know a heavily debated subject but its the whole small dog syndrome etc.
