I have a dog with elbow dysplasia who has had arthroscopic surgery and stem cell treatment. You wouldn't know there was anything wrong with him if you watched him run around but he will need continued monitoring and possibly additional stem cell treatment - bonus points if anyone has any experience with the latter, esp. with frozen cells already banked in the US.
For something this specialized I would go first to the Tierspital, the veterinary hospital of the University of Zürich:

You likely will need to speak to one of the professors - who are surprisingly accessible. (Especially if the case is 'interesting'.) These folks will know who in Switzerland - or even elsewhere in Europe - is best placed to help your doglet.

Bring all your records, and if possible have your US vet team write up a dossier on his treatment history and current plan.
