I would also suggest contacting the kliniken valens and asking them what they recommend. As said, you should be able to get a direct train to the nearest station, and the train system is very safe and generally has good wheelchair access. You should speak directly with the ticket office at the Zurich airport train station to all how to arrange wheelchair access. Normally this is something you prep-arrange and they have staff who will direct you to the correct carriage and possibly organize an access ramp. Some of the trains also have disabled access toilets on board. But again, best to make direct contact with the train office.

I would imagine the taxi from Zurich to bad ragaz would take over 30 minutes, and will not be wheelchair accessible. And cost several hundred Swiss francs...
