Speaking as the owner of house which we rent out, it works like this for us:

- we pay for the servicing of the main heating (heat pump). A secondary, wood burning, 'Swedish Oven' is used as an auxiliary (but not necessary) heat source, as and when the tenants decide, so they are responsible for chimney sweeping.


Probably not much help, for your situation.
