I have had people cut flowers back even the limbs of trees that were hanging over into their yards. Whether it is legal or not. . . I don t know.

My advice, get to know your neighbours. Be kind and helpful when possible and when such things come up ie: Your tree is shading my roses etc. then they are more likely to come and talk to you about it as opposed to just doing it. You then also have some relationship with them, so if they cut something you can express your displeasure in a more constructive way.

In the case of the irises it could have been theft. You can take clippings of plants or plants themselves and replant them at home (lots of plants in one sentence). It saves you the time and expense of running to the store. You would be surprised.
