This is pretty common, in ticino there are every year about 10 of boys/girls like these. They often didn't get the middle school license but eventually get around it, go to the pre-apprenticeship program and get the motivation, with some help. They also grow out of it when they see their friends making money or going away to study and follow their dreams.
There are plenty of options for art in switzerland, but an art school is still a high school and there are still general education classes, so he has to be motivated.
Gunsmith is a very peculiar job, no use offering an apprenticeship if there's not professional outcome after, when there's an opening you just have to get it, but it seems a very cool job tbh there's probably lot of competition. It also involves a lot of mathematics, physics, etc. so it's a demanding job too.
I really don't like this boat paid by taxpayers, they need motivation not some military style navigation.
