I don't think you can blame the French for that. To the French, what identifies the French is language, not religion, community nor ethnicity. Unlike the US, where you are more likely to be identified by the community you come from. So for those who have trouble integrating into French society, I would question whether it was due to the French, or due to some other attitude of how so different they are from the other French. Expecting special treatment, perhaps.
