This information is not really correct. I've done babyswim courses with swimsports.ch, who state that the classes should be held in water at least 33 degrees, where babies over 4 months are fine for the whole class (usually 30mins).
I advise that parents should wait until 4 months when they better regulate their body temp, but I've had 3 month olds in class, who leave a bit earlier if they get cold.
