Generally these situations never improve from my experience. The idiot hangs on until the bitter end. Which means you reside yourself to sitting it out for years and waiting for them to be removed, or face the obvious.

Walk away find something new and be happy.

I have a similar mess politicking over output. Really you have to think do you want to work for a company that continues to back an individual causing damage to the company? Problem is in many cases corporations allow this to happen senior managers are ultimately responsible for not firing these cretins. It seems socio-paths are rewarded in the majority of corporations.

As soon as you find something new you'll feel immediate relief.

Don't forget HR is effectively working for management, don't expect them to be unbiased.
