The problem is that they have to offer the role to existing locals first, and can only look further afield if there are no local candidates.

One of the things the authorities look for is jobs priced too low to appeal to locals, effectively sidestepping or diluting the point of the first rule.

I can't comment on whether the actual numbers fit, but maybe this helps understand the point. Evidence of equivalent roles at a similar salary may help.

Of course if you can't find similar roles at a similar salary, the company is probably trying it on with you as well as the authorities!

Bear in mind not to think of "salary CHF * exchange rate (0.9) = wow EUR", instead "salary * cost of living (0.65) = hmm EUR" is the way to look at it.
