This is to add to your comment on hiring non-EU employees (who are, in this case, considered "highly qualified") and not to contradict what you've written. According to this Vischer law firm document, it is expected that non-EU employees have a master's degree, professional experience and earn at least about CHF 100'000 (CHF 8'333 per month) to obtain a work permit under the "highly qualified" category.
