This is unfortunately one of the things I try to get done in Estonia. You could try to get somebody from to ship it to you (since its so thin, less than 2cm, it will go through as a letter) and the total cost would be less than the cheapest iD card in digitec. I am even not sure whether digitecs card reader support the estonian ID cards.
