If we stayed on daylight saving sunrises would be very late in Switzerland. The changing of the clock has no influence whatsoever on the amount of darkness!

As you can see below if the DST was used all year round in the UK sunrise would be 9am in winter. When you consider the amount of "foot traffic" before that time it makes sense for sunrise to happen earlier.
