People staying in the same property don't have as much (if any) rent increases.

If you go only by the rent increases you've seen in the same property in the last 25 years or so, then you will not have an realistic picture of the wider rental market.

It also very much depends on where you are looking. Some places have seen a lot of additional rental demand (with corresponding increases in rent), other places less so.
