I was done for speeding a few months ago and before the fine arrived, I had a letter saying that a licence suspension was a possibility. In the event, it didn't happen. It's possible that the OP's letter was a similar warning? Doesn't mean he won't get a ban, of course, but the letter may just be a stock notification that this is an option for the authorities.

If the OP's version is a fair summary of the events, a ban would seem excessive -- especially as he had no prior record. When I got my fine, I was warned that a ban was likely if I commit another offence in the next 2 years. (I don't believe this includes minor speeding violations -- blinkin' hope not, anyway...)
