Yes, the City of Zurich owns many flats. Some have special conditions attached to them, such as maximum income levels, or minumum number of persons living in the flat, or only for families or for persons with a disability or an old-age pension. Others are so-called "free" meaning that tenants can be anyone and are not subject to the special conditions.

The form for the "Wohnbaugenossenschafte" is more or less a wish-form, and the Website says, explicitly, that filling it out does not guarantee that the info gets processed. There is, however, a useful section of that Website providing links to the websites of many individual Wohnbaugenossenschafte: http://www.wbg-zh.ch/mitglieder/die-mitglieder/. It is tedious work to look up each one, yet it is one of the ways to look for a flat.
