I took this to mean the cost of paying for a child-care facility, be it a crèche (Kinderkrippe) or an after-school centre (Kinderhort). In some municipalities, the fees for these services are graded according to the income of the parents, i.e. an income-based sliding scale of subsidies.
I guess that in krax' case, the income of the two parents must differ.
Therefore, if the "primary residence" of the child is with Parent A, the subsidy could be lower or higher than if the "primary residence" of the child were with Parent B.
In my post above, I proposed determining/declaring a primary residence, even though the child resides with both parents alternately. Though they would need to research whether this has other consequences.
