The 350m was a statistic plucked from the total number we pay out before rebates. It was hastily taken and fact-checked. Their bad.

Regardless of what with hindsight and more digging true amount is now, the message was that they want to use the money for struggling areas of the UK services. They also did not say it 'all' would go to the NHS.
