The issue with FMOP is that it's basically been a free ticket for the East to empty and fill up the West. Imposing quotas is a sensible way of managing this, it's hardly cherry picking. But as long as the EU sees it as such then there will be no deal.
Do you have a source for this?
According to the Office for National Statistics (ONS) Labour Force Survey estimates for 2015 in the UK only half of the EU immigrants come out of the EU10.
